Putting Maps to People Is Nearly Impossible

For some, maps are measurement tools.

Use the word assessments rather than measurements. A measurement is only one manner of assessment, there are others. This is a new corpus of inquiry, as such, concepts and constructs used to describe and explain what is happening in these centers are yet to be fully developed. This is the time for qualitative inquiry that will use rubrics that can gauge these abstruse metrics. This is not to say that qualitative methods can't be objective or that they can't subsume metrics or measures within their scope of inquiry. But, to measure what you can't yet identify (outcomes, impacts, etc.) is setting this project up for failure, as by using traditional frameworks of inquiry and analysis in these centers, you will miss the dynamics and essence of what it is that these centers are actually doing in the communities and for them.
